Items like jewelry, linen and velvet will have no market for them in low prosperity towns. As prosperity gradually rises across the map, workshops will make more and more money. There is a mod called VARTS Trade Guild which indexes all that information (village production and where the resources are actually going etc) and "advises" you on which workshops are the best to get (++ strength), if you follow it you are most certain to get at least 100-300 dinars per workshop.

The crafting system in Bannerlord is somewhat limited when compared with other RPGs, but that doesn’t mean that it isn’t lucrative. I usually only make about 3 workshops and wait till its in a city I own, a woodworker / smithy / potter or brewery woodworker/smithy slowly produces higher quality weapons and shields that the town sells overtime the workshops lv up ( only seen it once ) took ages like 4 in game months think they only lv up after they make so much profit but higher tier workshops = higher tier goods they make
Workshops cost around 13-14k. Check the connected villages and see what they produce. If you can trade (town) the hammer icon to left tells you what workshops are already there. Check the trade menu and see what they have a lot of (wood, grapes, etc). Should give you a good idea of what to build.

I don't think there is a 'best workshop for each city' because workshop profitability is tied to so many factors -- prosperity of the town, availability of raw materials, competing workshops, etc. For example, a silversmith in Pen Cannoc may do great, but if Battania loses Druimore Castle, that silversmith loses
Kill every raider in the area of your workshop and then attack their camps when only one troop remains in the den. after a month or so of no raiders in the area you will improvement in denars. One final thing, bring in basic goods (Grain/Fish/Iron Ore - anything cheap to buy) to the city of your workshop/caravans.
The Two-handed polearm (Price: ~33676) with Artisan Smith and Appraiser sells for 49643 Denars. So it's only 66% more coin (50k vs 30k) for 400% bigger material cost. The true best smithing weapon for sale is a Two Handed Polearm that sells around ~30k and is cheap as hell to make (2 steel, 1 wood, 1 charcoal).
There's a couple things you need to do first. 1 is make sure you have a govener lined up (must be same faction) because the town is going to be in rough shape after the siege. 2 is make friends with all surrounding factions. 3 is set up caravans ASAP to help your town grow. Here's what I did.
